Delete legacy TabState files on restore This CL introduces the capability to delete migrated legacy TabState files after restore in batches of 5 with a maximum of 100 per session (both parameters finch configurable). The limits have been put in place to reduce the risk of memory and/or jank regressions. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
