Use lld linker when building rustc. This was unintentionally removed in https://chromium-review.googlesource.com/c/chromium/src/+/4100425 when removing adjacent flags in the same string. We use lld linker for all C++ linking in the chromium build too, and we pass the same flag to Rust for linux and mac as well. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
