[OOPIF PDF] Remove PDF extension CHECK in local URL COEP override The PDF extension could be nullptr in ChromeContentBrowserClient's MaybeOverrideLocalURLCrossOriginEmbedderPolicy(), possibly due to a race condition where the PDF extension gets deleted as the PDF content navigation is requested. Remove the PDF extension nullptr CHECK. Instead, when the PDF extension is nullptr, just return std::nullopt. The PDF content frame will be deleted if it does not have a parent, so there is no need to override the local URL COEP. Add a new unit test for test coverage. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
