[omnibox][lens] Fix broken zero-prefix UX in CSB. The introduction of the `OmniboxZeroSuggestSynchronousMatchesOnly` appears to have broken the zero-prefix experience in the Lens overlay (CSB). This CL fixes the issue by limiting the scope of this feature such that it will only impact the "ZPS on Web" experience, which is precisely the page context where "Contextual Search in Omnibox" is currently active. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
