[wpt] 3/3: Update Clank WPT build target * This change updates the 'chrome_public_wpt' target to no longer use a deprecated script 'run_android_wpt.py' and options. * Paths to built files are wrapped to allow running the script outside '//out/<target>'. * Remaining references to 'run_android_wpt*' and 'wpt_android_lib' are also removed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
