Shared Storage: Add SharedStorageRequestHelper for parsing headers We add the `SharedStorageRequestHelper` to the network service to process requests that are eligible for writing to Shared Storage, including both adding the outgoing request header "Shared-Storage-Writable: ?1" and parsing the incoming response header(s) "Shared-Storage-Write". Integration tests will be added in the follow-up CL https://crrev.com/c/4519162. This is part of a project to add support to writing to shared storage from response headers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
