Replace `String` with a strongly-typed `enum AuditCriteria`. Interestingly `#[serde(rename_all = "kebab-case")]` works great for `SafeToDeploy` and `SafeToRun`, but translates `UbRisk2` into `ub-risk2` rather than `ub-risk-2`. Since `UbRisk_2` generates warnings about incorrect identifier format, this CL just adds `#[serde(rename = "ub-risk-2")]`. Tested by manually running `tools/crates/run_gnrt.py vendor` and verifying that nothing changed in `//third_party/rust/chromium_crates_io/supply-chain/config.toml`. (An earlier WIP version of this CL resulted in `ub-risk2` as described above.) For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
