Reland "[Boca] Don't show notification when the caption is toggled off" This is a reland of commit 1aa92aaaad99c813b1bcfada54355b73c6e1a221. The revert was by mistake since the original CL was not the culprit for flakiness. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
