Disable convert_to_istanbul_test.py on Windows Change crrev.com/c/4195841 altered this so that it uses Node which doesn't work on Windows which then caused presubmit failures. This disables the test on Windows to avoid this problem. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
