[webauthn] Windows Conditional UI support part 1

Wire up the Windows 11 WebAuthNGetPlatformCredentialList webauthn dll
API method to allow silently discovering platform credentials in
supported Windows versions.

This will be followed by another CL plumbing the selected credential ID
to the GetAssertion call.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
