[Merge to M103] saved_desks: Fix event targeting issue for multiple display In [1], when we fix some event targeting for the template grid view, the grid on external display is broken. Click-to-launch and hover does not work anymore. This is to fix for multiple display. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
