[@container] Match tree scoped container names Only match @container name with a container-name if the latter's tree scope is an inclusive ancestor tree scope of the former. Propagate the @container tree scope using the MatchResult tree scopes. Push the TreeScope early to MatchResult with a new BeginAddingAuthorRulesForTreeScope. If the container-name declaration or the @container rule does not have a tree scope (UA or user origin), match regardless of the other's tree scope. We don't keep the tree scope for the name in devtools. Match container name regardless of tree scope for now. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
