[iOS blink][Gardening] Mark failures due to minor pixel differences. We've observed several test failures in web tests attributed to minor pixel differences, particularly noticeable around rounded objects, when comparing expectations between MacPort and iOSPort. This could be caused by a variety of factors, including graphical, rendering, or compositing issues. Therefore, this CL has marked these tests as failures for a further investigation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
