[media] Handle multiplanar SI w/external sampler in VideoResourceUpdater

This CL extends VideoResourceUpdater to handle VideoFrames that are
using multiplanar SharedImages with external sampling. The extension is
relatively straightforward, as the handling is analogous to that for
legacy SharedImages with external sampling.

Note: This support is added only for Ozone-based platforms, as
MultiplanarSI with external sampling is not supported (and should not
be used) on other platforms.
