Disable flaky PaymentRequest tests on Mac * Partial revert of the tentative fix in crrev.com/c/2580303 which did not fix the flakiness. This cleans up the tests by reverting that patch except for the RemoveObserver calls. * Disable test suites PaymentRequestContactInfoEditorTest and PaymentRequestShippingAddressEditorTest which are still flaky on mac. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
