Remove "open in Chrome browser" from custom tabs for captive portal. This CL added a new UI type for captive portal using CCT case, where the menu item "open in chrome browser" doesn't make sense given the portal page should be only displayed via custom tab when connecting to the portal network, therefore, we would like to hide this item in the menu bar. This should be only called for captive portal using CCT case as well as the caller is able to specify the target network (see CustomTabsIntent.Builer.setNetwork API). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
