[Shopping Service] Reduce exposure of internal methods This patch reduces the exposure of internal methods by making them private and having the callers be friend classes. This mainly applies to the tab helpers, which need to notify the service of tab events, and tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
