Deprecate ARC kiosk related policy ARC kiosk is being deprecated and as such these prefs are unused. This policy was part of the DeviceLocalAccount policy so there is no policy to deprecate, but I did add the 'deprecated' information to the proto file. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
