Unify the conditions to calls MakeCurrent() in SwapBuffers() Since [1], lacros was unconditionally skipping calling MakeCurrent() from SkiaOutputSurfaceImpl::SwapBuffers(). The idea was to gradually achieve the same for other platforms, or only call it when needed. After [2], the unification of the existing conditions is now possible: lacros will continue not to call MakeCurrent, and other platforms will call it when gpu fences per-plane is not supported, or when OutputSurface::Capabilities::renderer_allocates_images is false, to support cases where SkiaOutputDeviceGL is used. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
