[iOS] Add a disabled-by-default feature that enables the Fullscreen API In iOS 15.4, WKWebView supports the web Fullscreen API, disabled by default. This CL enables this API behind a feature flag, also disabled by default, and exposes this flag in chrome://flags to allow testing the API. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
