Repaint scrollbars on preferredRootScrollbarColorScheme setting change Switching between custom and default browser themes, or light and dark browser color mode doesn't trigger the scrollbars paint invalidation on some pages. This creates an inconsistent behavior for root scrollbars that depend on the settings. The CL fixes the issue by explicitly triggering a repaint for all renderers whenever preferredRootScrollbarColorScheme setting value changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
