Adds Media.Audio.InputController.Delay.{AECType} UMAs where {AECType} can take three different values NoAudioServiceAEC, ChromeWideAEC and LoopbackAEC.
The capture delays are in milliseconds.
The idea is to used these new UMAs in combination with the existing
Media.AudioInputDevice.AudioServiceDelay which tracks the audio capture
delay in the Audio Service, including the IPC and the OS. They are
logged at every CaptureCallback::Capture() call at AudioInputDevice
level. If changes are seen in this metric, the new metrics will ensure
that we can understand what caused the change.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
