Move Pwa Install code outside page_action/ As mentioned here [1], page actions feature code (i.e. callbacks associated with a page action and implementations that request page actions to be displayed/hidden) should live outside of the page_actions framework directory. This CL simply moves the code created at [2] to a different directory. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
