[SHv2] Clean up review notification permissions module in site settings This is part of the larger Safety Hub feature check clean up now that Safety Hub is fully launched on desktop. The review notification permissions module is now replaced by a Safety Hub specific module, this changes cleans up the dead code and obsolete metrics and strings. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
