[Text Contrast] Add flag to increase contrast on Windows This change adds a base feature called "IncreaseTextContrast" that bumps the default text contrast on Windows from 0.5 to 1.0. This behavior applies to both web content and browser UI. This behavior only applies if the user has not set a custom contrast value in the registry via the ClearType Tuner. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
