[reclient] Revert some CQ block 10 builders

Revert following builders from Reclient back to Goma:
 * mac-rel
 * mac_chromium_compile_dbg_ng
 * ios-simulator-full-configs

The builders were migrated to Reclient with crrev/c/4178530
Since then the INFRA_FAILURE for those builders has increased
from ~1% to ~2.5% on average, which led to dry run time
increase for some of the CLs.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
