Intents: Move ArcIntentHelper filtering to ArcExternalProtocolDialog We currently filter the ArcIntentHelper package out from the intent picker to prevent it from being shown. This moves the filtering up to ArcExternalProtocolDialog, which is the business logic which controls which apps to show in that dialog. Note that the Intent Picker can also be shown for link intents by code in IntentPickerTabHelper. This code path cannot show ArcIntentHelper in the dialog, as IntentPickerTabHelper pulls apps from App Service, and ArcIntentHelper does not publish Intents to App Service. Bug: 1321501 Test: Install an Android app which handles all http/https Intents (e.g. a browser app), then click a intent:// link in Chrome like intent://google.com#Intent;scheme=https;end. The intent picker should open with only the browser app in the list, and the 'Stay in chrome' button visible. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
