Reland "Implement ExecuteHttpRequest on Chrome OS" This is a reland of commit 0d10684dd220aacb639a4a2d5c83b7feacef456f I've dropped the DCHECK_IS_ON condition as the function and the enum are required to compile. I could put the body of the function in a DCHECK_IS_ON block, but I'm not a fan of the added complexity. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
