Reland "[Fuchsia][CFv2 Script] Switch to flashing the devices" This is a reland of commit f12dac0bfd72824e84ef47fd3c49379c95727a30 Reason for reland: Flag-guards flashing so that it is not enabled by default (paving will remain the default). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
