[M136 Merge] Gracefully handle ineligible users opting into Autofill AI This CL modifies the settings page logic so that if a user switches from being eligible to not eligible, they cannot manipulated the opt-in toggle anymore. Previously we allowed it and returned error responses. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
