image_processor_perf_test: Update Input Buffer storage types The image_processor_perf_test was previously failing on Jacuzzi/Kukui boards. Investigation determined the root cause to be the LibYUV tests running slowly at ~33fps. Input frames were not taking advantage of caching opportunities for LibYUV. Updates the test to change the input frame storage type to STORAGE_OWNED_MEMORY for LibYUV tests to take advantage of caching. BUG: b:289435353 Test: Tested running on Jacuzzi with all tests passing. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
