[spanify] Disable static extent for Skia's SkSpan

Unlike `base::span`, Skia's `SkSpan` does not support a second template
parameter for static extent (size). Attempting to rewrite C-style arrays
with size to `SkSpan` (e.g., `SkSpan<T, N>`) results in compilation
errors.

This CL introduces a `SupportsStaticExtent()` query to the `Project`
interface, which defaults to `true`. We override this in `SkiaProject`
to return `false`.

`Spanifier` is updated to check `SupportsStaticExtent()` before including
the size in the rewritten span type. If it returns `false`, we fallback
to generating the span type without the size parameter (e.g.,
`SkSpan<T>`).
