[path builder] Use SkPathBuilder for PathBuilder impl We can finally switch from SkPath to SkPathBuilder as the backing for blink::PathBuilder. Unlike SkPath, SkPathBuilder does not cache the computed bounds. To preempt any related perf issues, the bounds are now cached in PathBuilder. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
