vc-ui: Extract the vcui TitleView from the feature flag Extract the vcui TitleView from the VCTrayTitleHeader flag so the title header will be enabled by default. It should be safe because it only adds UI elements like an icon and a text, without any functionality. But still use the VCTrayTitleHeader flag for the sidetone, so we can still run the same finch experiment. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
