CRAS: Update histograms metadata
Update following CRAS histograms metadata:
Add Cras.StreamChannelCount.{Direction}.{Client_type}, which is a new
metrics from CL:4235685.
Add missing CrasClientType histograms enum:
- 10: CRAS_CLIENT_TYPE_ARCVM
- 11: CRAS_CLIENT_TYPE_BOREALIS
- 12: CRAS_CLIENT_TYPE_SOUND_CARD_INIT
Add missing ARCVM client type to existing histogram suffixes list.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
