Initial implementation of on-form mixed content warnings.

Implements on-form warning bubbles, and disables autofill for mixed
content forms (forms on HTTPS sites that submit over HTTP).

Pending work after this CL:
-If we decide to do the same for password fields, a similar
implementation for password manager.
-The warning gets re-created with each typed character, we should not
do this since it looks weird.
-Login fields currently show the warning if there are no saved logins,
this should be removed if we don't do this for login forms.

Strings are not final and will likely be changed after UX review.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
