[IndexedDB] Check if rfh is null after retrieving from rfh_id

In crrev.com/c/3980833, we implemented `IndexedDBClientChecker`, which
requires the RFH id during initialization. However, after obtaining the
RFH pointer from the rfh_id, there is no nullness check which causes
potential null pointer access after the RFH is released.

In this fix, if the rfh is null, a
`NoDocumentIndexedDBClientStateChecker` will be returned instead.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
