Removes the download interstitial if the user navigates to recent tabs. 🌎 After reparenting an interstitial into chrome, the user can use the overflow menu to open the recent tabs page. ⛔ The recent tabs page is then rendered behind the interstitial and so the user sees no change. ✅ This CL removes the interstitial if the tab is navigated to the recent tabs page. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
