Add sign-in panel in glic window If the account is in a persistent error state, show an error panel that tells the user to sign-in. Clicking the button will close the glic window and open a sign-in page. This change also keeps the glic window open whenever the profile is no longer 'ready', preferring to instead show either the sign-in error panel or the unavailable panel. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
