Ruby: Fix a DCHECK failure by a percentage height Our assumption was that all percent-height descendants were unregistered from LayoutRubyRun and its child LayoutRubyBase by the ClearPercentHeightDescendants() call for the LayoutRubyRun. However checking HasPercentHeightDescendants() only for the LayoutRubyRun was not enough. We need to check it for the LayoutRubyBase too. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
