Use KeyedService APIs to create services when the profile is created

This CL moves one-off calls to KeyedServices' GetInstance in
profile_controller.mm to using the corresponding API on
ProfileKeyedServiceFactoryIOS. (This meant also converting TabGroupSyncServiceFactory to ProfileKeyedServiceFactoryIOS,
which was going to happen soon any way.)
