Add debugging page to container app tab helper. This debugging page will be recorded to an existing histogram when visited by the user in the browser. Note that this CL also adds a few more skews of an existing page to be more forgiving since matches must be exact. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
