[iOS] Clean up unit tests that enable Enhanced Safe Browsing This feature is now at 100% which means that we no longer need lines that enable this feature. Splitting the clean up into smaller CLs to avoid a large CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
