Reland "[media_preview] Add tests for VideoStreamCoordinator metrics" This is a reland of commit 91cf594eb3ccc42d472b88ae52b24235b88264b4 The original submit was interleaved with a submit that change the mojo API for VideoSource. This reland updates the impl to match. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
