Revert "Add net-log max size command line flag" This reverts commit 41a946c134fe0401a47389f9fb2a07f1f7ed5684. This was not a clean revert due to https://crrev.com/c/4678102. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
