[SPC] Block SPC if using credential store APIs and they're not available This CL adds a new method to InternalAuthenticator, to return whether or not GetMatchingCredentialIds is currently supported. If the base::Feature flag is set to use the credential store, but GetMatchingCredentialIds is not supported, SPC will no longer be available as a payment method. This allows websites to avoid the case where a user runs Chrome with the flag enabled (or default-on, in some future release), but with an old version of GMSCore that does not support the functionality. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
