[Tab Switcher] Get unbounded ripple to work Make ripple unbounded for PaneSwitcher. This required plumbing clipChildren and clipToPadding to a bunch of places and also fixing it for programmatically created views. Some CL (that I can't find) recently squared off this ripple animation; however, it looks better unclipped and that was the original spec so this CL reverts that for the pane switcher. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
