Move webui state to Host Tracks only the primary webui Returns to kUninitialized if the webui unloads Also redefines the 'primary page handler' as the first page handler connected, rather than the page handler that owns the first client. Otherwise, tracking the webui state for the primary page handler couldn't happen until after the client is connected. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
