infra: Fail when an "exempted-owner" builder gets an owner

This list of builders exempted from needing an owner has grown
out-dated, as some pre-existing builders have been given a new
owner.

So this removes all such builders from the exemption list, and will
make the starlark fail in the future when the same condition newly
starts applying to a builder.

This doesn't prevent deleted builders from lingering in the exemption
list. But hopefully when someone deletes a builder, they git-grep for
references to it and delete everything that shows up.
