[iOS] Create coordinator/mediator for tab grid toolbars This CL moves the code to create the tab grid toolbars to its own coordinator. It is also creating a bunch of wranglers (temporary files) to facilitate the transition. The action of the wranglers will be moved to the grid once the grid is directly handling the toolbar (in a future CL). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
